Jim McNulty was first elected to the Gaithersburg City Council in 2021, and reelected in November of 2025. He helped champion the construction of Tubman Elementary School and redevelopment of Lakeforest Mall, and is an outspoken advocate for creating jobs, improving transportation, and supporting good schools and smart growth.
Jim was born in a blue-collar suburb west of Philadelphia, and raised in Upper Darby, Pa., best known as the birthplace of Saturday Night Live alum Tina Fey. He graduated cum laude from the University of Scranton (Pa.) with a degree in Communication and a minor in Business.
Jim first moved to the Washington area in 1997, with stops in Germantown and Rockville. He now lives in Gaithersburg with his wife, Amy, and their two children. Jim works as a Realtor® with Keller Williams Capital Properties in Rockville, specializing in the Upcounty Region of Montgomery County, and previously worked in Bethesda and for Discovery Communications in Silver Spring, so he knows our County well.
He had a successful career in television and was one of the Discovery employees taken hostage during the attempted suicide bombing at its headquarters in 2010. The experience started him on a path to public service and led him to create a peer-to-peer support group for trauma survivors.
He has been active in our community for years, coaching youth sports and volunteering with his faith community at St. Patrick’s and St. Martin of Tours, as well as Gaithersburg Meals on Wheels.
He believes serving others is our highest calling, and that is why he is running for Montgomery County Council.
Meeting the Moment
Montgomery County is at a crossroads. Economic growth has slowed, our tax base is shrinking, and the County is now facing budget shortfalls. Working families and small businesses are already struggling to pay their bills. Increasing their tax burden will only serve to further the pain. Instead, we should focus on getting our economy moving again, encouraging more businesses to invest here, making housing more affordable, improving schools and transportation, and getting County government to live within its means.
That has been the City of Gaithersburg’s approach for years, and it has worked. Together with the Mayor, Jim and his fellow Councilmembers have helped lead Maryland’s third-largest city, and the #1 most diverse city in America, through equally challenging times, delivering high-quality services, bringing in new jobs and expanding housing opportunities, all while balancing its budgets, holding no public debt, and without raising taxes. That’s the kind of practical, experienced leadership Jim can offer countywide.
Here are Jim’s top priorities for getting our County back on track:
Getting Our Economy Moving Again: Creating and retaining more high-wage jobs, supporting local and small businesses, encouraging investment in the County to address major traffic bottlenecks.
Making it More Affordable to Live Here: Focusing on growing our tax base instead of raising rates, making housing more attainable at all levels, and promoting smart growth transit-oriented development (TOD).
Strengthening Our Communities: Investing in good schools and county services, closing the vacancy gap at the Montgomery County Police Department, expanding mental health programming, supporting the unique needs of our diverse neighborhoods and communities.
